Sullivan County Criminal Court Records
A criminal court record is the court's case file, not the arrest report by itself. In Sullivan County, misdemeanor and felony processing can begin in Magisterial District Court 44-3-03 for preliminary arraignment, bail, and preliminary hearing. Cases held for court then move into the Court of Common Pleas, where the Clerk of Courts function keeps criminal filings, docket entries, criminal informations, motions, orders, pleas, dispositions, and sentencing records.
The combined Prothonotary, Recorder, Clerk of Courts, Register of Wills and Clerk of Orphans' Court office is led by Kellie Carpenter. For criminal court records, the Clerk of Courts role is the key local custodian. The District Attorney, Julie Gavitt Shaffer, prosecutes criminal cases, and the Public Defender may represent eligible defendants, but those offices are not the ordinary place to request public criminal docket copies.

Search Sullivan County Criminal Records
The first online route is Pennsylvania UJS Case Search. Search by participant name, docket number, OTN, complaint number, incident number, date filed, or calendar event. Use Sullivan County as a filter when available. A Common Pleas criminal docket commonly begins with CP, while an MDJ docket commonly begins with MJ. A case can have entries at both levels when it starts before the Magisterial District Judge and moves to Common Pleas.
- Open UJS Case Search and choose participant name, docket number, OTN, or another criminal search type.
- Filter by Sullivan County and the correct court level if the portal offers those fields.
- Open the matching docket and confirm the defendant, court, filing date, and docket number.
- Read entries for preliminary arraignment, bail, hearing, information, plea, disposition, sentence, and payments.
- Contact the Sullivan County Clerk of Courts function for certified copies or documents not shown in the public docket.
Pennsylvania State Police PATCH is separate. PATCH provides a statewide criminal-history background check. It is not a Sullivan County criminal case-file search and should not be used as a substitute for the court docket when the task is to read case activity.

Sullivan Criminal Case Flow
Criminal court records should be read in sequence. A charge may appear first at the MDJ level, where bail and preliminary-hearing issues are handled. If the case is held for court, Common Pleas entries may later show the criminal information, formal arraignment, motions, plea, trial event, disposition, sentence, and financial obligations. A warrant entry may appear if a defendant fails to appear or fails to respond to a court order.

Sullivan Criminal Record Fields
A Sullivan County criminal court record can contain both docket-level data and document-level filings. Public web docket sheets are useful for the case timeline. The local Clerk of Courts function is the source for complete public filings and certified copies when those documents are available. Juvenile, expunged, limited-access, sealed, and confidential material may not appear online or may require a court order.

Charges and Convictions
A charge is an accusation filed into the court process. A conviction is an outcome after a plea, verdict, or other finding. A Sullivan County criminal court record may show charges that were amended, reduced, withdrawn, dismissed, or resolved without conviction. This distinction matters when reading dockets, because a search result may list an initial charge even when the final disposition is different.

Sullivan Criminal Records Access
Public access to Sullivan County criminal court records is shaped by the Pennsylvania Case Records Public Access Policy and criminal-history statutes. UJS docket sheets are public for many adult criminal matters, but UJS warns that recent entries may not display right away and that docket sheets should not replace a State Police background check. The county Right-to-Know page also warns that its Open Records address is not the route for criminal cases.
For public copies, use the Clerk of Courts function in Suite 100 of the Sullivan County Courthouse. For MDJ preliminary proceedings, traffic-related summary criminal events, warrants, or bail questions at the entry level, contact District Court 44-3-03. For PAePay bail, the UJS bail payment portal may be relevant, but payment status should still be confirmed with the court when it affects release or warrant issues.

Restricted Criminal Court Records
Juvenile, expunged, sealed, and limited-access records are not ordinary public criminal court records. Pennsylvania juvenile court-file inspection is limited by 42 Pa.C.S. 6307, and juvenile law-enforcement records are limited by 42 Pa.C.S. 6308. Expungement rules appear in 18 Pa.C.S. 9122. UJS may hide expunged and limited-access cases from public search results.
Clean Slate or limited access does not mean every court or law-enforcement user loses access. It means public access is restricted under the applicable order or statute. A person trying to correct, seal, or expunge a Sullivan County criminal court record should identify whether the issue is in the court docket, the State Police criminal-history record, or both.

Juvenile Criminal Records
Juvenile court files and juvenile law-enforcement records are treated differently from adult criminal court records. Public users should not expect juvenile cases to appear in UJS Case Search. If a matter involves a minor, abuse-victim data, medical information, psychological records, or sealed filings, the public docket may omit the case or restrict specific details.

Sullivan Criminal Record Offices
The Clerk of Courts function is the primary records contact for public Common Pleas criminal files. District Court 44-3-03 is the practical contact for preliminary proceedings, MDJ-level dockets, traffic-summary matters, and warrant events. The District Attorney and Public Defender are important case participants, but they should not be used as the first copy-request route for public court records.
